My maltese acts like sometimes he can't catch his breath.
He gasps for breaths for a few minutes then is fine. It is so scary. I feel helpless when he does it. I try to massage his throat. Does anyone have ideas as to what it might be.

Sounds like a classic case of reverse sneezing. My Leo does this after he drinks water and I've heard of many others here that experience this with their dogs. I believe this link will answer many of your questions. It's a harmless condition, however If it's really bad I'd consult your vet to rule out anything else.

He does it after he drinks water and pulling on the leash when he gets excited. Thank you again!!!;)

If Baci is pulling on the leash be sure to use a harness rather than a collar too. Their trachea is so fragile.
