City approves changes to address pet waste, dangerous dogs

If you're a pet owner, specifically an owner of dogs, you should be aware that the city has made several changes that could affect you.

Based on resident feedback, changes in state law, and recommendations, City Council recently approved changes to an ordinance outlining specific requirements for animal behavior. And the owner is responsible for their pet's actions.

Do you take your dog for a walk often around your neighborhood? Well, if your pooch takes a pit-stop and leaves behind an unwelcome present in a neighbor's yard, you need to pick it up. According to the ordinance, residents are now required to pick up their pets' waste if dropped on a neighbor's lawn or other private property.

Owners who fail to remove their pets' waste could face a city fine. The problem of leaving behind pet waste has been a problem in the city, officials say, and citizens have let city officials know there needs to be a change. Leaving behind waste is a health hazard not to mention an unsightly mess.

Another change focuses on dangerous or aggressive dogs, which the city's Animal Services department considers to be dogs who make unprovoked attacks in any place other than an enclosure that the dog is in, and if that dog causes bodily injury or if that dog could cause injury. If you're the owner of a dog considered to be dangerous, you must pay an annual registration fee of $100 and will also be required to obtain $100,000 in liability insurance. Wow!

Now, no specific breeds are mentioned as "dangerous dogs" but if you are the owner of such a dog your pet must be restrained at all times and wear a dangerous dog collar (maybe so other pets know who the alpha dog on the block is?) Seriously, though, these animals can pose a threat to the elderly and small children, not to mention other animals, so owners of dangerous dogs must have a sign on their property letting know their dog is there.

Finally, any unattended dogs that are secured outside of your home must be on a running or trolley line without pinch, prong and choke colleges to ensure dogs don't choke themselves while their owner is away from home.

too bad I dont live in Surgarland. That would be so great in my neighboorhood.:mad:

you would think.. I see so many irresponsible owner that dont pick after their dog even though there bag to supply with.

I like the ideas as long as they don't point fingers at breeds which they didn't. We don't really have problems with picking poo up just keeping leashes on dogs (which most of you remember my story with that!) But where I live were not allowed to have pit bulls which I hate that the breed is looked at stereotypically.. That's what makes me so mad about dog laws. But I'm going to not rant just state my opinion. :D

I know our little place has a written but seldom enforced law regarding the picking up of waste matter left by your pooch that calls for a fine. I carry bags in the car for any pitstops we might make along the way when we travel. And I pick up all waste in MY OWN yard! So I don't have a problem with that or the enforcing of it. A little dog like a maltese or yorkie means a little poo but FIVE little dogs each leaving a poo behind means a lot of poo. So my yard would look like a waste dump if I didn't pick up after the fluffs!!

Well with one little fluff and one big monster of a pooper I have to pick up daily LOL Jake is 8 or 9 times the size of Mitzy.. so he counts as 8 fluffs!! LOL Just imagine a Great Danes doody!!!!!!!!! :P :lol2: eeeek!!

I have no problem with picking up the pooh...that is how Parvo and coccidia are spread not to mention other diseases that are harmful to dog.

But I will not comment on the dangerous breed....we all know what dogs I have so my opinions are better left off this forum.

Having to pick up you dogs poop has always been the law here since I can remember, not that everyone does it, I have a little container attached to my dogs lead that has a pull off roll of bags in it, I alway pick up after my dogs, Kaycee rarely poops on a walk but Molly is guaranteed to do one, lol.

I think any dog can be a dangerous breed, you only have to watch The Dog Whisperer to know that. lol.

I thought this was already the rules in the city of Houston. The home insurance gives you a list of the dogs they consider dangerous.

Mine is not on the list of dangerous dogs but he is a killer dog. :lol2: Kidding aside he recently bit the guy that installed our garage cabinets. The guy was a good sport because he was not mad at all, he said he is used to it, he grew up around pit bulls. My husband did not open the door slow enough to block Alex. Alex stormed out like an arrow and the guy wanted to catch him. That was the wrong thing to do. He probably thought he can handle a little dwarf like Alex.

What I find sad is the fact that all this has to be made a law or rule.

That some dog owners are so irresponsible it takes a law to make them take action to do the right thing. :blush:
